Design and consulting is billed as a fee rather than per watt. A site assessment with a shading and yield study is the usual first engagement. Permit drawings and a professional engineer's stamp are priced per project and are often required before a permit is issued. Some firms credit part of the fee back if you build with them, so ask.

Every row names its source

What do solar design and engineering fees cover?

These solar design and consulting figures rest on 2 independent published sources across 4 rows. Each row quotes the sentence its own source used, and nothing here is an average of several.

Four rows, which is all the published Canadian sourcing this job has. Three of them are the same home energy assessment priced at different stages, and the fourth is a municipal building permit fee. Nothing on the pages this guide reads gives a standalone solar design fee, so nothing here invents one.

Municipal building permit, Toronto ($214.79) and Mississauga residential minimum ($244)Two different cities, not a range: $214.79 is Toronto's 2026 fee for a solar collector over 5 square metres on a small residential building, $244 is Mississauga's residential minimum permit fee, to which Mississauga adds a $50 online administrative fee.$214.79–$244per permit (CAD)Solar Energies in Canada, Solar Panels Ontario Cost Guide (2026)

How the parts of this job fit together

The paperwork that runs before, during and after the panels

Only four figures on this page carry a published Canadian source, and three of them are the same assessment at different points in the job. Put in order, they are the whole paper trail this guide can honestly price.

  1. Before anything is designed

the assessment that sets the scope

    • A pre-retrofit home energy audit

Estimates based on market rates and energy advisor fees, not quoted jobs.

      $500–$600

per assessment (CAD), Ecoline Windows, Home Energy Audit Cost Across Canada

    • Or the installer's own site visit instead

On a residential project the design is bundled into the installed price.

  2. Before a crew arrives

the filings that have to exist first

    • A municipal building permit

Toronto processes these in roughly two to three weeks, Ottawa in two to four.

      $214.79–$244

per permit (CAD), Solar Energies in Canada, Solar Panels Ontario Cost Guide (2026)

    • An ESA Notification of Work

Filed by a licensed Electrical Contractor before work begins.

  3. After the panels are up

    the connection and the follow-up

    • The net metering application

Form C at 10 kW and under, Form B above, filed after the ESA Certificate of Inspection.

    • A post-retrofit follow-up assessment

Several provinces share this band, so it is not an Ontario-specific finding.

Three things that belong on this sequence are missing from it on purpose: the distribution impact study above 50 kW, the heritage review in parts of central Toronto, and a standalone engineering fee. The source that carried all three deleted its Canadian pages, so each is named as a requirement rather than replaced with a guess.

What do the terms on this page mean?

Three words a solar design and consulting quote will use without explaining.

Pre-retrofit energy audit
The assessment done before work starts, which sets the baseline a rebate programme measures improvement against. The follow-up audit afterwards costs less.
P.Eng stamped drawings
Design drawings signed by a professional engineer licensed in Ontario. Required for structural certification and for Section 64 compliance on larger systems.
Heritage review
An extra approval layer on a designated property, which parts of central Toronto carry. It adds calendar time as well as fees.

What drives the price?

Size, site access and the condition of what is already there move solar design and consulting pricing more than anything else in Toronto. Each factor below is drawn from the sources above, so you can read a quote and see where the money goes.

  • Whether the project needs a professional engineer's stamp at all, which is where a standalone design fee usually comes from
  • System size, since crossing 50 kW triggers a utility distribution impact study you pay for whether or not the project proceeds
  • Which municipality you are in, where Toronto charges $214.79 for a solar collector system over 5 square metres against a $244 residential minimum in Mississauga
  • Heritage designation, which adds a review layer and calendar time in parts of central Toronto
  • Whether the roof structure needs certification, which on a commercial project means its own building permit
  • Whether you buy a standalone home energy assessment at $500 to $600 in Ontario or rely on the installer's site visit
  • Project type, since residential design is bundled into the installed price while a commercial project carries permitting, studies and engineering as separate lines

What's specific to Ontario and Toronto?

HST at 13 percent, an ESA Notification of Work filed before the job starts, and a municipal permit that differs city by city are the three Ontario rules that change the number on a quote. Toronto's freeze-thaw cycle changes the specification.

  • The City of Toronto requires a building permit for PV installations larger than 5 square metres, with processing of roughly two to three weeks (SurgePV), and Solar Energies in Canada lists the fee at $214.79. Ottawa requires the permit specifically to confirm the roof structure can carry the array, with a two to four week turnaround.
  • Every solar PV installation connected to the electrical system in Ontario needs an ESA Notification of Work filed by a licensed Electrical Contractor before work begins (SurgePV). The minimum residential notification fee is $88 (Electrical Safety Authority), and ESA fees rose 1.9 percent effective 1 April 2026.
  • Grid connection design goes through your local distribution company. All of Ontario's roughly 60 LDCs must offer net metering, and the application uses Form C at 10 kW and under or Form B above, filed after the ESA Certificate of Inspection (SurgePV). Net metering credits exported power against your bill; it is not a payment to you.
  • Above 50 kW the utility runs a distribution impact study, which is design work you pay for whether or not the project proceeds. The figure this guide carried came from a source that has deleted its Canadian pages and is no longer published here.
  • Heritage designation adds a review layer, and parts of central Toronto are affected. The additional-fee figure this guide used to show came from a source that has deleted its Canadian pages, so it has been removed rather than replaced with an estimate.
  • Ontario HST is 13 percent and applies to engineering and consulting fees as well as to installation.

How can I pay less?

You can keep solar design and consulting costs down without cutting the parts that matter. These are the levers GTA homeowners actually use, each tied to a real number above.

  • Do not pay separately for residential design unless someone can tell you exactly what it buys. On a typical Ontario system, permits, engineering, utility paperwork and ESA work are already about 20 percent of the installed price.
  • Ask two or three installers for a free site assessment and proposal before paying for any standalone study. Most quote at no charge.
  • On commercial projects, get the distribution impact study scoped early. It is worth knowing whether the utility will constrain the system before the rest of the design is paid for, and the study is not refundable if the project stops.
  • Check whether your address is in a heritage district before designing a front-facing array, since the review adds $200 to $1,500.
  • Keep the system under thresholds that trigger extra study where the extra capacity is not worth it, since above 50 kW the utility study alone can exceed the cost of a few extra kilowatts of panels.
  • If you want an independent energy assessment, the Ontario pre-retrofit audit at $500 to $600 covers the whole house, not just the roof.

How did we research these numbers?

Every solar design and consulting figure above was re-checked against its own source in August 2026: the number has to appear in that document, in a sentence about the same job, or the row came off. Here is what the 2 surviving sources say.

  • Residential solar design is almost never sold as a separate service in Ontario, so there is very little to price. Installers fold design, permitting and paperwork into the installed cost. Solar Energies in Canada breaks a typical $18,000 Ontario system down as roughly 35 to 40 percent panels, 20 percent inverter and racking, 20 percent labour, and about 20 percent for permits, engineering, utility paperwork and ESA work. Xolar's breakdown is consistent, at 15 to 20 percent for labour, logistics and permits.
  • That means the honest answer to what design costs on a house is that it is inside the per-watt installed price rather than a line you can shop separately. The GTA-specific per-watt figure this guide used to quote came from a source that has deleted its Canadian pages; the Ontario-wide figure that remains is $2.40 to $3.50 per watt.
  • Where design is priced separately, it is because a professional engineer has to sign something: P.Eng stamped drawings for CSA C22.1 Section 64 compliance, and structural certification on a commercial project. This guide used to price both. The source those figures came from has deleted its Canadian pages, so they have been removed and nothing has been put in their place.
  • We tried to verify a Canadian retail price for a P.Eng stamped structural roof assessment sold as a standalone product and could not read the price on the page. Rather than repeat a figure we did not see, we left it out.
  • Municipal permit costs vary more than anything else here, and they vary by city rather than by job. Solar Energies in Canada lists Toronto at $214.79 for a solar collector system over 5 square metres, against a $244 residential minimum in Mississauga, to which Mississauga adds a $50 online administrative fee. Those are two cities' fee schedules, not a range for Ontario.
  • Commercial projects are where consulting fees become material: permits, a utility grid-impact study above 50 kW, and engineering review all arrive before construction. Every figure this guide published for those came from one source, which has since deleted its Canadian pages, so they have been removed and not replaced. Green Building Canada still puts a 50 kW rooftop itself at $95,000 to $140,000 Canada-wide.
  • A home energy audit is a different service from a solar design, but it is the one assessment Ontario homeowners can actually buy off the shelf. Ecoline Windows puts the Ontario pre-retrofit audit at $500 to $600 and the follow-up at $200 to $300, against a Canada-wide range of $300 to $600.

Frequently asked questions

What does solar design and consulting cost in Toronto?

For a house, usually nothing separate. Ontario installers bundle design, permitting and utility paperwork into the installed price, which Solar Energies in Canada puts at about 20 percent of a typical $18,000 system. Standalone fees appear only when an engineer has to sign off: P.Eng stamped drawings for CSA C22.1 Section 64 compliance are $1,500 to $5,000.

Do I need a structural engineer's report for rooftop solar in Toronto?

It depends on the building and the municipality. Toronto requires a building permit for any solar collector system over 5 square metres, listed at $214.79 on its 2026 fee schedule, and some Ontario municipalities require the permit specifically to confirm the roof can carry the array. Ottawa's guide additionally requires that design and field review be done by a professional engineer licensed in Ontario. We no longer publish a price for engineering review or for a commercial structural permit: the source that carried both has deleted its Canadian pages.

What are the soft costs on a commercial solar project in Ontario?

We no longer publish figures for them. Every soft-cost number on this page - permits, grid-impact study, engineering review, structural permit - came from a single source that has deleted its Canadian pages, so none of them can be checked and all have been removed. Nothing was substituted. The items themselves are still real and still land before construction: an ESA Notification of Work, P.Eng stamped drawings for CSA C22.1 Section 64, a structural building permit, and above 50 kW a distribution impact study from the utility. Ask the contractor bidding your roof to itemise each one.

How much is a home energy audit in Ontario?

$500 to $600 for the pre-retrofit assessment and $200 to $300 for the follow-up, according to Ecoline Windows, against a Canada-wide range of $300 to $600. It is a whole-house assessment rather than a solar design, but it is the one assessment Ontario homeowners can buy directly.

What does a municipal solar permit cost in the GTA?

Toronto charges $214.79 for a solar collector system over 5 square metres and Mississauga has a $244 residential minimum plus a $50 online administrative fee, with 7 to 10 business days for prescreening. Those are two cities' published schedules rather than a GTA range. The national range and the heritage review fees this guide used to quote came from a source that has deleted its Canadian pages and have been removed.

Why are there so few published design fees for Toronto solar?

Because design is not sold on its own to homeowners. It sits inside the per-watt installed price, which Ontario sources put at $2.40 to $3.50 per watt. The fees that do get published are the ones charged by third parties: engineers, municipalities and utilities. We left out any design price we could not read on a source page, and in August 2026 that removed most of them.

Questions to ask your installer

  1. Do you sell installations too, or is the advice independent of any installer?
  2. What shading and yield modelling is included, and which tool produces it?
  3. Do we own the drawings, and can we take them to any installer we choose?
  4. Is the design fee credited if we build with a company you recommend? How design fees are structured
  5. Will you review the quotes we get back against your specification?

Which other costs should I check before I commit?
